I believe that by the Next Generation/Deep Space 9 era, transporters were in common public usage. Before that, I’m not sure.
I mean, everybody has replicators, because that’s the only way that economy could survive. And it’s possible to privately own a spaceship with transporter capability. So, transporters as mundane public transit aren’t too far out of the question.
Not that I can remember ever seeing one in use.

They totally did. I think in the first episode of Voyager, Paris transported around a little.

They used transporters to travel around Earth in DS9 also. I can’t remember them being used in TNG, but I wouldn’t be surprised; there were several episodes that took place primarily on Earth.

Ya gotta remember TNG, DS9, and Voyager were contemporary, so if they did it on one, they could do it on the others.
